1 Bad technique

I stopped playing my ukulele about 3 weeks ago and when I did it again I did fine tune it but it sounded pretty dull and dry, and I don't know if it's because of the cold weather that I started doing in my country or if I have to change the rope? If you know how I can fix it, leave me a help message please
